blank their mind, (and) to fill up their bellies. |

weaken their will, (and) to
strengthen their bones. |
| 3.3.1 |
(By doing so) will always let the people (to be)
without knowingness (and) without desire. |
| 3.3.2 |
(And) let the knowing ones dare not disobey (in
their) acts. |
| 3.3.3 |
Then nothing (will be) in
disorder. |
