61.1.1 The large countries (should be) downstream,
(like) the females of the world.
61.1.2 (During) the mating of (things in) the world,
the females always stilly bear the male.
61.1.3 As she is still, so she fits to be lower.
61.2.1 So the large countries (should be) lower (than) the small countries,
then (they will) take the small countries.
(If) the small countries are lower (than) the large countries,
then (they will) take the large countries.
61.2.2 So no matter to be lower to take,
or to be lower and take.
61.2.3 Large countries just want to herd (other) people all together,
(and) small countries just want to enter into the service of (other) people.
61.3 Thus each get what they want,
(so) the larger one fits to be lower.
