people, (and) what the not good people (try to)
keep. |

(Because) sweet words can be marketed, (and
with) honorable action, praise can be put
on people. |

People being not good, how (can) they be
abandoned? |

So
the Son of Heaven [i.e. the emperor] is founded, (and) three
grand dukes are installed (to advance Tao). |

Although (there is the honor of) having a big
jade, placed before (their chariots driven by) four horses,
rather be sitting (and) advancing in this Tao. |

Why did the ancients value this
Tao? |

Not to say with (which) to seek gains, (but)
have sins to avoid! |
