74.1 (If the) people are always not afraid of death,
how (can) they be scared with death (penalty)?
74.2.1 If let the people be always afraid of death,
74.2.2 then those who do odd (things),
I catch and execute them.
74.2.3 Who (else will) dare?
74.3.1 (Then, there should) always (be) someone in charge of execution.
74.3.2 Oh! Taking the place of the one in charge of execution to kill,
is called craving in the place of the carpenter master.
74.3.3 Oh! (Those who) crave in the place of the carpenter master,
